The Talarian Observation craft made its debut in the STAR TREK: THE NEXT GENERATION episode 'Suddenly Human' where it is seen alongside the larger Talarian Warship. It was designed by Rick Sternbach who was inspired by sailing ships used by the US Coast Guard. Elements of this model were duplicated and recombined in different formats to create several other ships.
